cpstop is effective only the device you are running it on. So the only affect that you will have by running cpstop on the management station is that the enforcement module will stop logging to the management station and start logging to itself. It should re-establish logging to your management station once it is up and active again, however I've seen where sometimes it takes a policy push to get this going again.
